Mr. Collins joined the ECS team in 1999 as an Environmental Field Technician and after two and a half years moved into ECS’ IT Department as a database programmer and web application developer. His more notable projects include a comprehensive database to handle ECS’ Massachusetts Cost Recovery efforts and an internal, regulation-based scheduling system for managing projects currently moving through the Massachusetts Contingency Plan (MCP). Combined with the higher level project management aspects of these endeavors, Kevin’s experience as a field technician has proven invaluable in his understanding of the technical side of ECS and thus provides him with a strong base for developing solutions that help ECS better service its client’s needs.
 

Cost Recovery - When ECS decided to re-organize its Massachusetts 21J Reimbursement Process he worked diligently with the Reimbursement Director and the Reimbursement Specialists to design and build an internal database and web application to assist in preparing claims and managing the Program. This 21J Reimbursement Management System through Invoice tracking, Claims tracking and Cost Analysis helped revolutionize ECS’ 21J Reimbursement process by making it transparent to all interested parties, streamlining claims preparation efficiency, and maximizing return for our clients. Using the data handling model developed in this endeavor Kevin has completed a similar database and application for ECS’ Cost Recovery Program efforts in Connecticut and is currently adding New Hampshire. These additions will continue to improve ECS’ Cost Recovery performance for its growing client base.
